Water compliance reporting

Easy to locate, consistent reporting is critical to the transparency of compliance frameworks and practices, and underpins community confidence in the effectiveness of the compliance system.

The Murray–Darling Basin Authority (MDBA) has developed a guideline for annual reporting of compliance and enforcement activities by state and Australian government water agencies. The guideline reflects the reporting requirements of the National Framework for Compliance and Enforcement Systems for Water Resources and the Murray–Darling Basin Compliance Compact.

The MDBA reports annually against the components of the guideline that are applicable to the MDBA’s regulatory role and powers. The guideline and MDBA’s annual reports are published below.

Basin state agencies are responsible for completing and publishing their own annual reporting of their compliance and enforcement activities.

Australian Capital Territory ACT Environment Protection Authority Statistical information on annual compliance activities is published in the Chief Minister, Treasury and Economic Development Annual Report. MDBA-NRAR joint work program 2018-2019

In February 2018, the MDBA and the NRAR entered into a Memorandum of Understanding (MoU) outlining how the agencies will work together and share information on compliance matters. The MoU provides for a joint work program to strengthen water compliance arrangements.

A report on the commitments contained in the Joint Work Program for 2018-2019 follows.

Every three months the MDBA also updates and publishes its register of allegations received.  This register reports all allegations of non-compliance received, and includes matters referred to state water agencies where it has been determined that they have regulatory responsibility for the issues raised.
